I dont know about other areas of troy, but I'm pretty sure that in downtown, one side of the street doesn't need to be cleaner than the other side of the street. that is just stupid.
Stop cleaning streets on Wednesdays. Again, this is what NYC does. One side gets cleaned on Monday and Thursday, the other side gets cleaned on Tuesday and Friday.
Stop towing cars for street cleaning. I realize this will put a dent in 40% of the business of the towing companies (I asked), however most people will move their cars. If one little spot every once in a while is not cleaned this one day its not a big deal.
Instead make the fine bigger, and the city can keep the whole thing, instead of paying a large percentage to the towing company. If a car has more than 2 or 3 tickets, boot the car. This way the city can keep more of the money, the cops dont have to answer calls all morning about where peoples cars are, and the citizens are less pissed off.
Money is saved by doing this, more money is earned by doing this. Some of this extra money can go towards placing more trash cans around troy and having them cleared more often.
Use the the Troy Corps idea to call the tow companies for other, more pressing parking violations like illegally using handicapped spots, double parking, parking in front of fire hydrants and bus stops, etc.
