Troy Plaza should be redeveloped. Back when I was an intern at City Hall, I've seen several plans for potential redevelopment. I myself did a plan for the plaza since I'm studying to become an urban planner. Troy Plaza could be a "mall" for the city or even a series of useful stores, apartments or offices. It's located on the busiest road in the city, take advantage of it!
