One thing that truly makes Manhattan easy to have kids in is that there is a playground every 10 blocks. Having playgrounds is not just for kids, they are good places for parents to come together and meet each other and become friendly. The best neighborhoods are those where people know each other.
The playgrounds don't have to be super high tech or even super large. However they should be well lit, and patrolled. They should also have a single entrance/exit with clear signs that only parents with children are allowed in them. This provides the safety parents will need before using them.
Playgrounds, on in each subcommunity, like Washington area, river street triangle, pottery district, and so forth will help provide stability and a sense of community and safety throughout troy.
