Another thing that truly makes most of NYC so pedestrian is that there are Dog Runs every 10 blocks or so (in residential area). Dog runs give a great place for dog owners to gather, talk and play with each others dogs, while making it safe to allow dogs to run free. Once again, providing a small area for residents of a community to come together allows them to meet and enjoy each others company. The best neighborhoods are those where people know each other.
The dog runs don't have to be super high tech or even super large. However they should be well lit, and patrolled. They should also have a single entrance/exit with clear signs about being responsible for your dog and picking up after it.
Further with the existence of dog runs, fines for letting dogs off leash in public can be jacked up because there will be no excuse for that any more.
Dog runs, one in each subcommunity, like Washington area, river street triangle, pottery district, and so forth will help provide stability and a sense of community and safety throughout troy.
